On July 30th 2020, the Romanian-Serbian Joint Working Group for Programming approved the first draft of the 2021-2027 Interreg IPA Cross-Border Cooperation Romania-Serbia Programme.
The document is based on the conclusions of the key stakeholders` consultation process, on the Policy Objectives and Specific Objectives selected for financing for the post-2020 period, correlated with the territorial analysis of the Programme area, the European Commission recommendations from the Cross-Border Orientation Paper, as well as the conclusions from the meetings of the Joint Working Group for Programming.
Through the future Interreg IPA Cross-Border Cooperation Romania-Serbia Programme, the following 4 Policy Objectives will be financed:
- A greener, low-carbon Europe by promoting clean and fair energy transition, green and blue investment, the circular economy, climate adaptation and risk prevention and management.
- A more social Europe implementing the European Pillar of Social Rights, by improving access to inclusive services, improving access and quality of education, ensuring equal access to healthcare services and developing the necessary infrastructure for achieving these objectives across borders, on the long term.
- A Europe closer to citizens by fostering the sustainable and integrated development of urban, rural and coastal areas and local initiatives.
- A safer and more secure Europe – an Interreg Specific Objective- by promoting actions in the field of border management, as well as migration and mobility management, including migrants protection.
The interested institutions and persons are invited to submit their observations and suggestions for improving the draft programming document by September 1st 2020, using the programme’s e-mail address: romania-serbia@mlpda.ro.

For the 2021-2027 programming period, Romania will benefit from non-reimbursable funds for developing territorial cooperation programmes and projects, with the purpose of ensuring an equal development across the entire Community territory, through encouraging cooperation and best practices exchange between the European Union regions, as well as cooperation with third countries.
For managing the programming process, in 2019 the Joint Working Group for Programming has been established, comprising of representatives from relevant institutions within both partner countries, from both national and regional level, with responsibilities in strategic planning at the level of the Programme area and in identifying the financing needs for the 2021-2027 period.
Also, for ensuring a transparent institutional cooperation framework, the Ministry for Public Works, Development and Administration (MPWDA) organised consultations with key stakeholders, during working meetings held in the Programming area and all the documents of public interest regarding the future Programme have been published on the website: www.romania-serbia.net.
